Department of Financial Affairs

 

First: Introduction

Since the establishment of Imam Jafar Al-Sadiq University, in the year 2004, the Financial Department continues its pioneering role in managing financial affairs in accordance with the regulations and instructions issued by the Federal Board of Financial Supervision and applying the items of the Uniform Accounting System with regard to annual operational and investment operations, and financial reporting of the result of the annual activity to the concerned authorities.

The financial department consists of the following formations:

1 – The Head of the Financial Affairs Department.

2 - Technical Assistant to the Head of the Financial Affairs Department.

3 - Administrative Assistant to the Director of the Financial Affairs Department.

4 - Headquarter Accounting Division

5 - Branch Accounting Division.

6 - Fund Division.

7 - Payroll Division.

8 - Warehouse and Fixed Assets Division.

9 - Financial units in the University branches (Najaf, Dhi Qar, Salah al-Din, Maysan, Kirkuk, Diyala, Muthanna).

10 - Audit Division.

Second: The duties of the Head of the Financial Affairs Department:

  1. Overseeing all financial tasks of the University.

 

2 - Determining the mechanisms for the optimal use of the available resources to ensure the use of capital in a manner that achieves the University's current and future goals.

3- Assessing the current and future investment risks.

4 - Reviewing the quarterly and annual financial reports.

 5- Supervising the preparation of the center’s planning budgets, reviewing the branches’ budgets and their implementation levels, and identifying deviations, if any.

6 - Monitoring the implementation of legislation and accounting instructions issued by government agencies.

7- Submitting summaries of financial information to the University Council.

Third: The tasks of the Technical Assistant to the Head of the Financial Affairs Department:

1 - Technical supervision of the financial divisions.

2 - Preparing budgets and final accounts.

3- Organizing the work of the people from the accounting point of view.

4 - Supervising the work of the accounting units in the University's branches.

Fourth: The tasks of the Administrative Assistant to the Head of the Financial Affairs Department:

1 – Managing the Department of Human Resources.

2 - Monitoring electronic programs with the Department of Information Technology at the University.

  1. - Membership of the Permanent Committee for inventorying the fund.

 

Fifth: The Headquarter's Accounting Division:

It is concerned with managing the financial operations of the University Headquarter with regard to proving the accounting operations in the documents (disbursement and registration) and in accordance with the requirements of the Uniform Accounting System.

 

Sixth: Branches Accounting Division:

It is concerned with managing the financial operations of the University's branches (Najaf, Maysan, Dhi Qar, Muthanna, Salah al-Din, Diyala, Kirkuk) with regard to proving accounting operations in documents (exchange and entry) and in accordance with the requirements of the Uniform Accounting System.

 

Seventh: Fund Division:

It undertakes the tasks of cash receipt from the University students and external parties, and proves them systematically in the receipts of cash and transfers them to the accounting records.

 

Eighth: Warehouse Division:

 It undertakes the tasks of the warehouse control over the purchases of the University Departments, entering them in a regular manner to the warehouse documents and transferring them to the warehouse records and computer programs for the warehouse.

 

Ninth: Payroll Division:

 It undertakes the tasks of preparing payroll lists, security lists, and tax calculations for University employees.

 

Tenth: Audit Division:

It audits all financial operations at the University and submits monthly reports to the University Council regarding the financial and non-financial performance of the University at the Headquarter and branch levels.

 

Financial mission of the Department:

 

The Financial Department seeks to provide accounting information to the University administration to rationalize the various decisions. It also seeks to implement the regulations and instructions issued related to financial work and apply them in an optimal manner that achieves the goals of the University through preparing planning budgets and monitoring their implementation at the level of the University’s Headquarter and branches by an academically qualified and ethical team that qualifies it to work in the Financial Department.

 

Objectives:

One of the most important objectives of the Financial Department is to maintain the continuity of the University as an academic institutional entity that provides a public benefit to society, and to provide protection from risks by developing the level of financial performance according to plans that are implemented accurately and in proportion to the achievement of the University’s objectives. The most important of these objectives are:

 

1 - Controlling the financial operations of the University and developing these mechanisms on an ongoing basis.

2 - Good organization of accounting documents and records and the issuance of financial reports in a timely manner.

3 - Maintaining the University's fixed assets for the center and branches.

4 - Developing the level of the financial department staff by engaging them in specialized courses.

  1. - Completing the development of the infrastructure of the Financial Department by adopting electronic programs and all the sections of the department.
